曲靖市大气环境容量研究

摘 要: 为了协调曲靖市经济、环境可持续发展,合理利用容量资源,选用基于达标保证率90%下的A值法对曲靖市进行现状环境容量核算,结合新的空气质量标准核算“十二五”规划末环境容量,并与灰色模型GM(1,1)预测得到的污染物排放量进行对比分析。研究结果表明:曲靖市2009年SO2,NOX和PM10环境容量分别为14.932 6,36.445 7和23.856 7万t,排放量均未超过其环境容量;2015年曲靖市SO2,NOX和PM10环境容量与预测得到的排放量相比,NOX和PM10环境容量仍有富余,而SO2排放量将超出环境容量6.642 5万t。针对“十二五”末排放量超过环境容量这种状况,对曲靖市“十二五”期间污染物减排提出建议。

Atmospheric environmental capacity calculation in Qujing city

Abstract:In order to coordinate the sustainable development between economy and environment of Qujing city, and reasonably utilize the environmental capacity, a value method based on standard guarantee ratio of 90% was selected for accounting the status of environmental capacity of Qujing city. The environmental capacity was calculated using the new air quality standards at the end of the 12th Five Year pollution reduction plan. The air pollution emissions that were forecasted by grey model GM (1,1) were compared with the environmental capacity of the 12th Five-Year pollution reduction plan. The results indicate that the Qujing city air pollutant emissions of SO2, NOX and PM10 are 149 326, 365 457 and 238 567 t, respectively, do not exceed their environmental capacity in 2009; the environmental capacities of NOX and PM10 are still abundant in 2015, while SO2 emissions will exceed the environmental capacity of 6.642 5 t. In view of this situation, some suggestions about Qujing City during the 12th Five-Year pollutant reduction plan were put forward.
